His writing ability, his advocacy skills, his understanding of the regulatory regime in Alberta, he gives practical and strategic advice, he sees the bigger picture and helps us achieve the end game as opposed to just the short-term tactical approach.
My first exposure to Keith’s strong communication skills and exemplary knowledge of administrative law was in 1988 when he was a sessional instructor at the University of Calgary Faculty of Law. Subsequently, as years passed and I reached the stage in my in-house legal career where I had the responsibility to retain external counsel, I looked to Keith to provide advice and counsel on complex and comprehensive regulatory energy related matters. The first matter Keith and I worked on was the successful application by Direct Energy Canada to the Alberta Energy and Utilities Board in 2003 for approval of its purchase of ATCO’s regulated retail natural gas and electricity businesses in Alberta.
From 2003, until my retirement as EVP Regulatory, Legal and Public Policy at ENMAX Corporation in 2016, the two companies I served benefited immensely from Keith’s extensive experience in the area of regulatory law on the plethora of regulatory matters I retained Keith on. During this time, I had the opportunity to observe the work of many of Alberta’s regulatory energy lawyers and I have no hesitation in stating that Keith’s reputation as one of the leaders in his field is well earned due to his impeccable ethics, strong work ethic, legal knowledge, strong written and verbal communication skills, and attention to detail and deadlines.
In addition, what set Keith apart from his peers was his understanding of my company’s business strategy which showed in the way he was able to frame his advocacy to focus on our most important and material business needs so we were well positioned to reach acceptable resolution on issues we could compromise on with those adverse to us. In sum, I feel fortunate to have had such a long and rewarding professional relationship with Keith and I would highly recommend him to those seeking regulatory, arbitration, or mediation services.

I have used Keith Miller’s services for a number of years involving matters before the National Energy Board and have always valued his ability to navigate the regulatory landscape. He is a strategic thinker and gives practical advice that I can put into practice. I also appreciate his efficiency and sensible billing. (Plus he is an dog lover, just like me!) In short, Keith is a great guy that does outstanding legal work and I highly recommend his services.
Keith Miller was the lead counsel in one of our significant arbitrations with a couple of sophisticated counterparties. The case was highly technical in nature involving operating, maintenance and engineering concepts with a significant commercial exposure for the company.
Keith’s strategic capabilities in the legal space, coupled with his practical approach and ability to understand technical concepts, helped us achieve ultimate success in the arbitration. Along the way, our team also learned a lot about the legal process while working collaboratively with Keith and his team. I have no doubt that his leadership, advice and expertise was a key component that led to the result we achieved.

I have had the fortunate opportunity to work alongside Keith on a number of key initiatives for our organization over the last several years. Keith has been highly responsive and accessible during the time we have worked together, and his work product has always been thorough and of high quality. One of the attributes we have most appreciated about Keith is that, notwithstanding the depth and breadth of his skillset and experience, he has been willing to adapt his approach and embrace new ideas. As one of our former strategic partners, we have appreciated Keith’s practical advice and guidance, and his passion for regulatory law!
I have no hesitation in endorsing Keith as someone who I believe will be a great arbitrator. Working with him as counsel on a number of arbitrations left a very positive impression of a team player with strong legal reasoning, strategic application of that reasoning and unwavering ethics. I fully expect him to be in high demand as an arbitrator and wish him every success.

Keith was invaluable in helping me with a number of extremely difficult and complicated arbitrations with regard to utility service delivery. His overall knowledge of the electricity industry and his practical approach combined with his strategies kept us focused on the areas that were key to a successful result.
